Can we use the external TV tuner on a laptop (eg the Dell Vostro series, Vista Home loaded) with a built in camera?

In Actually the laptop is saying it can not configure the capture device, like no other device as may temporarily disable use.One the webcam.But gonna be okay? I tried the TV tuner card with desktop, XP-SP2 loaded, Help fine.Please worked.
